Supreme Court Sends Notice To Chief Minister Bhagwant Mann; Read The Full Case
The Supreme Court on Thursday issued a notice to Punjab Chief Minister Bhagwant Mann. The Supreme Court has sent a notice to Bhagwant Mann on the petition of the Chandigarh Administration in the case of the protest in Chandigarh in 2020. A bench of CJI Surya Kant, Justice Joymalya Bagchi and Justice V Mohana said, ‘The bench will investigate the matter and issued a notice to Mann.
Let us tell you that in the case of the protest in Chandigarh in 2020, the Chandigarh Administration had challenged the decision of the Punjab and Haryana High Court in the Supreme Court. The petition raised the issue of rioting and illegal assembly against Chief Minister Bhagwant Mann and other AAP leaders, which was rejected by the High Court.
This case was registered by the Chandigarh Police in 2020. When AAP workers held a protest in Chandigarh against the hike in electricity bills in Punjab in January 2020. The protesters were marching towards the then Chief Minister’s official residence. During the protest, some people tried to remove the barricades. The police used water cannons to stop them. Some police personnel were injured during the clash.
On November 29, 2025, the Punjab and Haryana High Court quashed the FIR and the entire proceedings. The court said that Section 144 was not in force in Chandigarh at that time. Therefore, the protest could not be called illegal. The court further said that there was no clear evidence against the leaders that they had incited violence or incited people.
Following this, the Chandigarh Administration approached the Supreme Court in May 2026 challenging the High Court’s decision. The administration argues that violence took place during the protest and police personnel were injured. Therefore, the case should not be quashed.
