Former CM Channi Takes Final MA Public Administration Exam At Panjab University

Former Punjab Chief Minister and Congress MP from Jalandhar, Charanjit Singh Channi, once again made headlines today not for politics, but for his academic pursuits. Channi appeared for the final examination of his MA in Public Administration at Panjab University in Chandigarh. He was seen sitting alongside other students while taking the test. Images of him taking the exam quickly became a topic of discussion across social media and political circles.

Interestingly, Channi took this exam at a time when a crucial Congress Working Committee (CWC) meeting was underway in Delhi. He missed the meeting due to the examination. Channi clarified that his absence was not due to any political grievance but because of the pre-scheduled exam.

Chose The Exam Over The Party Meeting

According to Channi, he had obtained prior permission from the party leadership to take the exam. He reasoned that university exams occur only once a year, whereas party meetings take place frequently. Reports indicate that he studied late into the night and woke up early to revise in preparation for the exam.

Congress leaders also defended Channi’s decision to take the exam. Senior leader Bhupesh Baghel questioned what could possibly be wrong with a leader taking an exam. MP Sukhjinder Singh Randhawa also responded positively to Channi’s academic endeavors.

Continuing Education Alongside Politics

Charanjit Singh Channi has a long-standing academic association with Panjab University. He has already completed a PhD in Political Science from the institution and is currently pursuing a Master’s degree in Public Administration. According to recent reports, Channi plans to pursue a second PhD in a subject related to Public Policy or Public Policy Reforms and is preparing to take the entrance exam for it next month.

Channi states that the objective behind studying public administration and policy reforms is not merely to obtain a degree. He wishes to study subjects related to the administration and development of Punjab and has previously expressed an intention to implement these ideas in governance in the future.

Channi’s PhD Had Also Been Mired In Controversy

Alongside his current examination, an old controversy regarding his initial PhD admission has resurfaced. A dispute arose in 2017 concerning the PhD entrance examination for Political Science at Panjab University.

At that time, Prof. Rajesh Gill, a senator at Panjab University, demanded an inquiry into Channi’s PhD admission. According to a report in News from that period, the standard minimum qualifying mark for Paper-1 of the PhD entrance exam was 50 percent; however, after the results were declared, this requirement was lowered to 40 percent for SC/ST candidates. The report stated that Channi had secured 22 out of 50 marks in Paper-1 (approximately 44 percent), and consequently, his Paper-2 was taken up for evaluation under the revised criteria.

According to the report, Channi scored 31 marks in Paper-2, bringing his total across both papers to 53. This modification sparked questions within the university regarding why the eligibility criteria were altered after the admission process had commenced and the results had been announced.

The Matter Was Raised In The Senate

A heated debate took place in the Panjab University Senate regarding this issue. Dissenting members argued that changing eligibility conditions after the admission process had begun was inappropriate. One senator even demanded a CBI inquiry into the matter.

However, it is essential to view this entire episode in the context of the controversy and allegations raised. Available reports indicate that the eligibility threshold for SC/ST candidates was reduced from 50 percent to 40 percent, a change that paved the way for Channi’s admission; it would be inaccurate to characterize this simply as “granting Channi extra personal marks in violation of the rules.”

Channi’s Education Back In The Spotlight

Today’s examination has once again brought the old controversy into the realm of political and academic discussion. While Channi is a senior Congress leader and Lok Sabha MP active in politics, he simultaneously remains deeply engaged in higher education and research.

Amidst talk of organizational infighting and factionalism within the Congress ahead of the upcoming Punjab Assembly elections, his decision to skip the CWC meeting in order to take an exam is also being viewed through a political lens. However, Channi has attributed this to his studies and the examination itself, rather than intending to send any political message.

For Channi, today’s exam represents more than just the completion of a stage in his MA studies; he is now preparing to pursue a second PhD, this time focusing on public policy reforms. In other words, Channi’s academic journey continues alongside his active political career.
