One-Day Special Session Of Haryana Assembly On The 27th
Bill On Promotion Of Class-D Employees To Be Passed

Several key decisions were taken during a cabinet meeting held in Gurugram, presided over by Haryana Chief Minister Nayab Saini. Following the meeting, the Chief Minister informed the media that a decision has been taken to convene a one-day special session of the Haryana Legislative Assembly on April 27.
During this special session, the ‘Haryana Clerical Services Recruitment and Conditions of Service Bill, 2026’ will be introduced. The Cabinet has approved the draft of this bill.
The Chief Minister stated that a consensus has been reached regarding the formulation of promotion rules for the state’s Common Cadre Group-D employees. Employees who have completed more than five years of service will be eligible for promotion to the post of Clerk. Under this provision, the promotion quota for Group-D employees for Clerk positions will be increased from 20 percent to 30 percent. Additionally, a provision for reserving 5 percent of posts on an *ex-gratia* basis has also been included.
During the meeting, the Chief Minister also commented on national politics. He remarked that the events that transpired in Parliament on April 16 and 17 have exposed the true face of the opposition parties. According to him, the character of the opposition has been anti-women and power-centric. The Chief Minister asserted that the Prime Minister has made it clear that women’s participation is their inherent right, not a matter of charity or benevolence.
He alleged that the opposition attempted to spread confusion regarding the issue of delimitation, whereas the Home Minister has clarified citing factual data that the representation of no state will be diminished. He expressed confidence that, in the times to come, women will exercise their franchise to deliver a fitting reply to such parties. For the first time, a meeting of the Haryana Cabinet was held outside the state headquarters in Chandigarh.
This meeting took place at a time when the country’s political landscape is heated over the issue of women’s reservation. The special session of the Legislative Assembly, convened for April 27, is likely to witness sharp clashes between the ruling party and the opposition Congress. While the ruling BJP is labeling the Congress and other opposition parties as “anti-women,” the opposition, in turn, is accusing the BJP of being anti-women.
