CM Refuses Meeting; Government Takes A Hard Line

Tensions between the government and employees appear to be escalating amidst the massive strike in Punjab. Prospects for reconciliation seem slim following CM Bhagwant Singh Mann’s refusal to meet with the Joint Coordination Committee of employee and pensioner unions, coupled with the government’s preparations to take strict action against the staff.

Employee leaders have vowed to secure their rightful dues. The Joint Coordination Committee is scheduled to meet in Ludhiana on August 30 to discuss the future strategy of the agitation; meanwhile, they have announced plans to burn government effigies at all block and tehsil levels on August 28 and 29.

The committee had called for a massive strike across Punjab bringing government operations to a standstill to press for various demands, including the release of outstanding Dearness Allowance (DA) and the restoration of the Old Pension Scheme. The strike was largely successful; OPD services were suspended, and teachers also extended their support. However, the employees ensured that no emergency services were disrupted during the protest.

Amidst this, CM Bhagwant Singh Mann had convened a meeting with employee leaders in Jalandhar. Shortly before the scheduled Thursday afternoon meeting, the CM posted on ‘X’ (formerly Twitter), stating: “Employees are an integral part of our family, and we are ready to listen to every legitimate concern; however, dialogue and strikes cannot go hand-in-hand. The government is committed to resolving every issue, but talks will only take place once the strike is called off.”

Simultaneously, as the massive strike unfolded, the government began preparing to take action against officials and employees who were absent from duty without authorization. That afternoon, the Department of Personnel instructed all administrative secretaries and heads of departments to compile a list of such employees and submit it to the General Administration Department by the end of the working day. The official letter noted that the employees’ absence had caused significant inconvenience to the general public. The CM’s post and the Personnel Department’s directives further incensed the employees. Meanwhile, departments have started sending lists of employee names to the personnel branch.

Warning Of An Indefinite Strike

Reacting to the government’s stance regarding the massive strike, employee leaders Sukhchain Singh Khaira, Sushil Kumar Fauji, Manjit Singh Randhawa, Kulwant Singh, Alka Chopra, and Balraj Singh Daun termed the decision to back out of the meeting convened by CM Mann as inappropriate. They asserted that employees are merely demanding their legitimate rights. They declared that the employees would not be intimidated; if the government takes action, there will be a reaction from their side. They called upon all employee and pensioner unions to remain united and prepare for a prolonged struggle in support of their demands.

Key Demands Driving The Struggle

– Immediate restoration of the Old Pension Scheme (OPS).

– Release of all pending Dearness Allowance (DA) installments to employees and pensioners.

– Resolution of pending anomalies related to the 6th Pay Commission and provision of revised benefits.

– Regularization of contractual, temporary, and daily-wage employees.

– Immediate granting of pending promotions and service-related benefits to employees.
