Chief Minister Nayab Singh Saini presented the budget for the financial year 2026-27. The budget focused on industry, sports, health, education, development, women, youth, AI, and natural farming. Notably, when Chief Minister Nayab Saini arrived in the House, he wore a saffron turban. As he began his speech, he mentioned the three fundamental pillars of Sikhism: Naam Japo Kirat Karo Vand Chhako, given by Guru Nanak Dev Ji, the founder of Sikhism.

The manner in which Haryana Chief Minister Nayab Saini began his budget speech as Finance Minister sent a major electoral signal. The CM’s saffron turban hinted that he could become a prominent face of the BJP in the Punjab Assembly elections.

The Punjab Assembly elections are scheduled for February 2027, with only about a year remaining for the elections. In such a situation, the Haryana Chief Minister has made it clear that he is already actively involved in the upcoming Punjab Assembly elections.

CM Saini has been very active in Punjab for the past few months. Just a day ago, he attended an event in Dinanagar, Punjab. Prior to this, he has also attended events in Patiala, Ludhiana, and other districts, interacting directly with the people of Punjab.

Electricity for Farmers: To provide farmers with quick and uninterrupted electricity connections for agriculture, a second power distribution company, Haryana Agri Discom, will be established, which will serve all 5,084 agricultural feeders and 7.12 lakh agricultural consumers.

Empowerment of Gram Sabhas: The state’s Gram Sabhas, PACS, and Labor and Construction Committees will be empowered.

Solar Energy in Government Buildings: Government buildings of all departments, autonomous educational institutions, and all registered cow shelters will be converted into solar-powered complexes.

Model Examination Centers: “Adarsh ​​Examination Centers” will be established in each Assembly constituency on a Public-Private Partnership (PPP) model.

Haryana Green Climate Resilience Fund: To make Haryana a cleaner, greener, and climate-resilient state, the “Haryana Green Climate Resilience Fund” will be established with a seed provision of ₹100 crore.

Innovation Challenge: The best AI teams will be selected through an Innovation Challenge in May 2026.

HPV Vaccine: Approximately 300,000 adolescent girls aged 14 years will be vaccinated with the HPV vaccine in 2026-27.

Make in Haryana Policy: To attract investors, financial incentives and employment subsidies for industrial investment, recruitment, and R&D in all blocks will be increased from ₹48,000 to ₹100,000 per employee per year under the new “Make in Haryana” policy.

Wages for Unskilled Workers: A decision will be taken soon on the recommendations of the Expert Committee and the minimum wage for unskilled workers will be increased in the year 2026-27.

Water Pollution in the Yamuna River: A new mission will be launched under the chairmanship of the Chief Minister to eliminate water pollution in the Yamuna River in the state.

Saksham Fund: A special ‘Saksham’ fund of Rs 500 crore will be created for improved infrastructure in Sonipat, Hisar, Ambala City, Yamunanagar, Sirsa, Fatehabad, Nilokheri, Bahadurgarh, Barwala, and Panipat.
